Con el modelo de bienestar, los sectores económicos tuvieron un crecimiento sustantivo en México. Con el cambio del modelo económico, el sector servicios, sobre todo, el turismo, se ha consolidado como una actividad que homogeniza y funcionaliza el paisaje para facilitar la apropiación de los recursos naturales y culturales de las comunidades rurales para la expansión de la economía de libre mercado, con el objetivo de que permanezca el modo de producción y reproducción vinculado al capital, con lo que se (...) contradice la sustentabilidad de la actividad. Para el análisis de dicha situación y sus implicaciones, se propone el uso de la estrategia materialista cultural (Harris, 1982) como base teórico-metodológica general fortalecida con las propuestas de Sauer (1925) para el conocimiento del paisaje natural y cultural, y de Cordero (2004) para el conocimiento de las formas de apropiación de la naturaleza y la cultura que utiliza la expansión capitalista. Con esta propuesta se espera coadyuvar en la identificación del proceso de apropiación, homogenización y funcionalización, vinculado al turismo. (shrink)

El objetivo de este ensayo es realizar un acercamiento a los postulados que sobre los derechos fundamentales realiza Habermas, esto mediante un postulado de gran referencia teórico-argumentativa como el esgrimido por el autor, en el "principio discursivo". Para analizar la legitimación basada en los derechos fundamentales, Habermas parte de un sentido referido a la legitimación de un orden político y, particularmente, al orden político del Estado constitucional democrático. Habermas explica dicha relación a través de un nexo interno entre democracia y (...) derechos humanos. Se pregunta cuáles son los derechos fundamentales que deben otorgarse recíprocamente ciudadanos libres e iguales si quieren regular legítimamente su vida común con los medios del derecho positivo. The rapid increase of industry-sponsored clinical research towards developing countries has led to potentially complex ethical issues to assess. There is scarce evidence about the perception of these participants about the ethical compliance, security, and protection. We sought to evaluate and contrast the awareness and perception of participants and non-participants of industry-sponsored research trials on ethical, safety, and protection topics. A Cases-control survey conducted at twelve research sites in México. Previous and current participants of ISRT as well as non-participants with (...) one of four chronic diseases, were asked to complete the survey which focused on ethical compliance and protection issues of ISRT, and the perception of participating in a trial. A total of 604 cases and 604 controls were surveyed. Cases significantly answered that ethics committees are aware of what is happening in studies, and that medical care of industry-sponsored research trials is better than their usual medical care. The same proportion of cases and controls thought patients must receive economical reimbursement for participating in a research study. The informed consent of the pharmaceutical clinical trial was fully read by 90.4% of the cases. Most cases were satisfied or very satisfied with their overall study participation. Previous and current participants of industry-sponsored research trials have a more positive attitude towards ethics committees, the quality of medical care of the research trials, and the main purpose of economical reimbursements, when compared to non-participants. The COVID-19 pandemic marked a before and after for the global economy, and one of the most affected sectors was the health sector, where rising costs in medical care, protective equipment and infrastructure, coupled with a decrease in income from other regular services, led a large part of health centers such as public and private hospitals to resort to unethical accounting practices for the manipulation of their financial information (creative accounting). These events of financial depression and relaxation of controls during (...) the health emergency allowed the creation of a "favorable" environment to distort financial statements through techniques such as premature recording of income, undervaluation of expenses, among others, to evade taxes and take advantage of the benefits imposed by governments to promote humanitarian aid and prioritize health care. The purpose of this article is to highlight the most common creative accounting practices that were applied in the health sector in Latin America during the COVID-19 pandemic and the consequent effects it had on the economy and on the governmental control of the countries in the region for the detection of these practices. El diagnóstico y caracterización del estado actual de la formación socio-humanista de los estudiantes que ingresan a la Casa de Altos Estudios reveló las insuficiencias que existen, por lo cual el objetivo consistió en la elaboración de un sistema de talleres de apreciación literaria para la formación socio-humanista de los estudiantes de Medicina de primer año de la Universidad de Ciencias Médicas (...) de Camagüey que forma parte de un proyecto aprobado en el programa de ciencia, tecnología e innovación nacional número 2, Organización, eficiencia y calidad de los servicios de salud, con el código 152049. El mismo constituye un aporte al Trabajo Educativo y de Extensión Universitaria en la institución. Medical universities face the challenge of graduating a professional with a comprehensive cultural background. The diagnosis and characterization of the current situation in regards to the socio-humanistic education of the students entering Camaguey´s Medical University revealed several insufficiencies. Due to this, the objective of this research was to prepare a system of literary analysis workshops to enable the socio-humanistic education of first year Medical students at Camaguey´s Medical University. This investigation has been approved as a project belonging to a national science, technology and innovation program with the code 152049 and is a contribution to the educational work of the university. This article analyzes the migrant caravans as a strategy of resistance to the war against migrants in transit to the United States, exacerbated during the pandemic. This is the edited transcript of an interview conducted with Honduran journalist Inmer Gerardo Chevez, correspondent of Radio Progreso. Having travelled the Central American and Mexican routes accompanying on foot the transit of thousands of migrants since 2018, Chevez is a notable eyewitness and expert in situ of the Caravans. The interview confirms that (...) the caravan has become one of the premier forms in which Latin American migrants, including agricultural workers, struggle and their spatial dispute with the heterogeneous border control regime of the Americas are materialized. The text also reflects on the role that photography and critical journalism can play in the face of the contemporary anti-migrant policy turn. We conclude with an interpretation of the effects that the militarized violence against Latin American migrants in transit to the United States is having across the region. (shrink)

Stakeholder engagement and dialogue have a central role in defining the relations between organisations and their internal and external interlocutors. Drawing upon the analysis of dialogic motifs, power–conflict dynamics and sociopolitical perspectives, and based on a set of interviews with the stakeholders of a consumer-owned cooperative, the research explores the dialogic potential of stakeholder engagement. The analysis revealed a fragmented picture where the co-design and co-implementation aspects were mainly related to the non-business areas of cooperative life, while business logic dominated (...) the most central aspects. Stakeholder engagement was mainly related to consensus building, while dialogic engagement based on a pluralistic understanding was only partially considered and then neglected. The social capital in the local area, the growing size of the organisation and the related power structure embrace stakeholder engagement, influencing the orientation of the dialogic dynamic. The analysis indicates that a dialogic exchange is a relative concept which depends on the interests involved and the topics discussed. It also reveals that the key factors in the democratisation of stakeholder engagement are a mutual understanding and long-term opportunities. Common sociopolitical aspects are also important, but they do not necessarily guarantee the creation of dialogism paths. The research contributes to the critical dialogic literature in revealing whether and how stakeholder engagement has been implemented in a specific setting. It also shows the limitations of voluntarist stakeholder engagement initiatives. (shrink)

The ageing society poses significant challenges to Europe’s economy and society. In coming to grips with these issues, we must be aware of their ethical dimensions. Values are the heart of the European Union, as Article 1a of the Lisbon Treaty makes clear: “The Union is founded on the values of respect for human dignity…”. The notion of Europe as a community of values has various important implications, including the development of inclusion policies. A special case of exclusion concerns the (...) gap between those people with effective access to digital and information technology and those without access to it, the “digital divide”, which in Europe is chiefly age-related. Policies to overcome the digital divide and, more generally speaking, e-inclusion policies addressing the ageing population raise some ethical problems. Among younger senior citizens, say those between 65 and 80 years old, the main issues are likely to be universal access to ICT and e-participation. Among the older senior citizens, say those more than 80 years old, the main issues are mental and physical deterioration and assistive technology. An approach geared towards the protection of human rights could match the different needs of senior citizens and provide concrete guidance to evaluate information technologies for them. (shrink)

Ignorance is often a perfectly good excuse. There are interesting debates about whether non-culpable factual ignorance and mistake subvert obligation, but little disagreement about whether non-culpable factual ignorance and mistake exculpate. What about agents who have all the relevant facts in view but fail to meet their obligations because they do not have the right moral beliefs? If their ignorance of their obligations derives from mistaken moral beliefs or from ignorance of the moral significance of the facts they have in (...) view, should they be excused for failing to meet their moral obligations? It is not obvious that they should. In this paper we argue that the best non-skeptical accounts of moral responsibility acknowledge that factual ignorance and mistake will diminish moral responsibility in a way that moral ignorance and mistake will not. That is because factual ignorance is often non-culpable so long as it meets certain merely procedural epistemic standards but the same is not true of moral ignorance. Our argument is that the assumption that it is gets the standards of culpability for moral ignorance wrong, and that the mistake is encouraged by the thought that culpability in general requires an instance of known wrongdoing: that acting wrongly requires de dicto unresponsiveness to one’s obligations at some stage. We deny this and conclude that, therefore, ignorance and mistaken belief are indeed often perfectly good excuses – but far less often than some philosophers claim. (shrink)

The anticipation of the typical under the assumption of the non-occurrence of the atypical is the experiential schema governing the individuation of ordinary enduring objects and their properties. Against this background, a primitive form of “if-and-only-if” consciousness is implicit in our everyday perceptual intentions. The thematization of the fact that perception operates under this proto-tentative structure occurs at the level of reflection and is expressed by defeasible judgments of the form “if p, then q, unless r,” or “if p, then (...) q provided that not-r”. Here I will argue that what is made thematic by judgments containing such restrictive clauses is the structure of unpredictability inherent in what Husserl calls the horizon of latency and, indirectly, the world as background of normality. Interweaving hazards in environmental crises can be framed as a wicked problem as well as an opportunity for the interdisciplinary contribution of philosophical analysis on risk. Due to nonlinear mechanisms and contextual variations, this shows the importance of inquiring about contrasting assessments of vulnerability and the demand for comprehensive collective actions in coping with climate risks. The article examines how to address overlapping ecological and social risks, focusing on decision-making in the context of local energy transition projects through the lens (...) of collective epistemic responsibility. By analyzing disciplinary accounts and exploring the links between assessment and decision-making further research directions for collective risk prevention strategies will be outlined, and some implications for interdisciplinary investigation on risk and expertise will be sketched. El movimiento transhumanista tiene, entre sus propuestas principales, el proyecto de alargar la vida para poder alcanzar la inmortalidad en una vida indefinida o en una forma cibernética de existencia. En este artículo se presenta la propuesta del transhumanismo y se reflexiona sobre el deseo de ser inmortales y sobre las implicaciones antropológicas de la muerte. La crítica se hace desde la consideración de aspectos fundamentales del ser humano, como la finitud, la historicidad y la vulnerabilidad. Además, el proyecto transhumanista (...) de vencer la muerte supone una propuesta de salvación, que coincide en su formulación con la misma que hace el cristianismo. Ambos pretenden una victoria sobre la muerte. La crítica teológica se centra en la comprensión de la muerte y en la reflexión sobre los medios para vencerla. En este artículo la crítica al proyecto transhumanista se dirige, más que a lo que propone, a lo que queda sin plantear, provocando una reducción en la comprensión de la muerte y en la forma de vencerla. We present a preliminary high-level formal theory, grounded on knowledge representation techniques and foundational ontologies, for the uniform and integrated representation of the different kinds of (quali- tative and quantitative) knowledge involved in the designing process. We discuss the conceptual nature of engineering design by individuating and analyzing the involved notions. These notions are then formally charac- terized by extending the DOLCE foundational ontology. Our ultimate purpose is twofold: (i) to contribute to foundational issues of design; and (ii) to support (...) the development of advanced modelling systems for (qualitative and quantitative) representation of design knowledge. The paper defends a version of the view that agency is a causal power, the “causing view.” After sketching the view, and explaining how it differs from its rivals, various challenges are assessed. A family of objections says that causing change is neither necessary nor sufficient for acting. The second challenge centers on an Aristotelian thesis about the relation between an action (A's opening a window) and the corresponding passion (the window's being opened by A). The final objection concerns the (...) dynamic nature of acting: the claim is that a causal view of agency cannot accommodate actions “in progress” or mere activity. I conclude that none of the objections examined presents unsurmountable problems for the causal view of agency which, at least in the version here defended, remains a highly plausible and attractive view. Product structures are represented in engineering models by depicting and linking components, features and assemblies. Their understanding requires knowledge of both design and manufacturing practices, and yet further contextual reasoning is needed to read them correctly. Since these representations are essen- tial to the engineering activities, the lack of a clear and explicit semantics of these models hampers the use of information systems for their assessment and exploita- tion. We study this problem by identifying different interpretations of structure rep- resentations, (...) and then discuss the formal properties that a suitable language needs for representing components, features and combinations of these. En este trabajo analizamos críticamente el enfoque mecanicista de explicación científica centrándonos principalmente en la forma en la que este da cuenta de los fenómenos biológicos. Nos proponemos complementar esta perspectiva con una concepción de nivel como intervalo de cuasi-descomponibilidad que nos permite fundamentar metafísicamente las propuestas mecanicistas clásicas en las propiedades sistémicas características de las entidades biológicas. A través del análisis de ejemplos concretos, demostraremos cómo nuestra propuesta permite superar algunas de las limitaciones de los enfoques predominantes de explicación (...) mecanística. (shrink)

This special issue of Science and Engineering Ethics is devoted to the ethical, societal and political implications of new and emerging technologies in the area of Human Security. Its aim is to address the wider implications of an altered security landscape. Specifically, and in accordance with SEE’s main area of interest, contributions to this special issue focus on those ethical considerations warranted by scientific and technological advances in the field of human security. Pulcinella is one of the most ancient comic characters of the Commedia dell’Arte.1 He is the stereotypical lazy servant, insolent and chauvinist, sometimes stupid, sometimes clever, always penniless, and absolutely unable to keep any secret. In a typical Commedia dell’Arte plot, the master reveals a secret to Pulcinella, who is under oath never to disclose it. Needless to say, after swearing that he will never divulge it, Pulcinella soon acts in a very different way, telling the secret to everybody he (...) meets. Yet each time Pulcinella discloses the secret, he asks for total confidentiality, pretending that no one else knows it. Sooner or later all characters on the stage know the secret but none of them know that all the others know it. Eventually each one behaves as though she were the sole repository of the secret while the only secret is that there is no secret at all. I often think of the Pulcinella’s secret nowadays, when someone evokes the ‘medical secret’. (shrink)

The aim of our research is to analyze how different religions influence business ethics. We develop an index of practices in the field of business ethics, made up of 19 items containing practices related to workers, consumers, products, human rights, management of ethical conflicts, and crime prevention. Also, we consider a wide range of religion affiliations. To undertake this research, we use a panel data sample composed of 11,956 firm‐year observations from 18 countries. Drawing on stakeholder theory, we posit some (...) hypotheses based on the religions considered. The results obtained show that a higher percentage of religious adherents in the country where a company does business usually involve the implementation of more ethical practices in the corporate field. These findings are obtained for Christian, Islamic, Jewish, and Hindu religions. In contrast, this does not stand for Buddhist and folk religions. Also, countries where there is no predominant religion do not show a confluence between religion and ethical corporate practices. (shrink)

La recherche, en effet, n'avait jamais pris en vue de manière systématique et détaillée l'ensemble de la philosophie schellingienne dans son rapport à la théologie. (C'est d'autant plus surprenant si l'on se rappelle que la pensée de Schelling représente le dernier essai de grand style d'établir une médiation entre ces deux disciplines.) En pratiquant sur toute l'œuvre une coupe longitudinale - depuis les premiers écrits critiques sur le mal et le mythe, à travers la (...) spéculation théogonique des Ages du monde, jusqu'aux développements christologiques et ecclésiologiques de la dernière période - le livre retrace le devenir de la théologie de Schelling, s'intégrant dans sa pensée comme l'une de ses composantes. Cette méthode permet de mettre en évidence la façon dont le philosophe théologien s'est critiqué lui-même dans les diverses phases de sa longue carrière et a modifié ses positions initiales pour tenter d'échapper à la synthèse idéaliste de la foi et du savoir, sans parvenir toutefois à se dégager entièrement du schéma de l'identité. El concepto de gobernanza ha irrumpido con fuerza en la arena política, tanto en el ámbito académico como en el de la gestión diaria. El concepto tiene sus raíces en la ciencia política y de la administración norteamericana, y ha sido importado por Europa al reconocer la necesidad de adoptar nuevas estrategias para la administración de las relaciones entre lo público y lo privado, entre el gobierno y la sociedad. El concepto es complejo tanto en sus fundamentos como en sus (...) instrumentos, y probablemente persigue el servir de puente entre el sistema de protección social y el de pleno liberalismo. La irrupción en el ámbito de la ciencia y la tecnología ha sido promovida por la dinámica política de la Unión Europea. La influencia de la política comunitaria ha facilitado la incorporación del término de modo seguidista, con escasos aportes analíticos y explicativos. En esta aproximación, el concepto parece estar estrechamente relacionado con la visión sistémica y la complejidad de una gestión de la ciencia y la tecnología que debe afrontar diferentes niveles. Es preciso, sin embargo, profundizar en las relaciones entre el concepto de gobernanza y otros conceptos cada vez más esenciales para la gestión democrática de la ciencia y la tecnología, que reclama una sociedad que se mueve de acuerdo con principios relacionados con la «modernización reflexiva»: riesgo, precaución, incertidumbre, sostenibilidad, innovación asociada a la intervención de usuarios y consumidores. _Resumen_: Analizamos el papel asignado a los dispositivos espaciales en las utopías adoptando una perspectiva teórica amplia: cultural, social e histórica. Primero documentamos la tendencia de las utopías a plasmarse en proyectos espaciales y esbozamos posibles causas de este hecho: la impronta griega, la preeminencia de la forma socio-política “ciudad” y el influjo del _ars memoriae_ basado en tipos arquitectónicos. Después interpretamos la evolución histórica de la cuestión, reconociendo un punto de inflexión en el siglo XIX con el determinismo espacialista (...) e identificando dos planteamientos que denominamos terapéutica del espacio y poética del espacio. Uno ambiciona solucionar los problemas más urgentes de las ciudades industriales mediante la organización espacial. El segundo dispone los diseños espaciales para instaurar un modelo utópico de sociedad, que gracias a la extensión de la ciencia y a la idea de progreso, se consideraba realizable, siendo uno de sus modelos más emblemáticos el Familisterio de Guisa. This article aims to present four case studies of the different responses to governmental measures to fight the COVID-19 pandemic by supreme and constitutional courts, especially in cases of jurisdictions that have been facing democratic erosion. The spread of the COVID-19 pandemic demanded immediate public policies and other political decisions from the branches of government. Executive authorities were the main actors in effecting constitutional public health norms. The expectation was that they will abide by the rule of law in fulfilling (...) their duties; that has not been the case under governments that promoted democratic erosion. The different contexts of the threats posed to the constitutional democracies led populist and illiberal leaders to opportunistically either try to—and then be contained by courts—or effectively consolidate the expansion of powers under the conditions of the pandemic. Concentrating on four jurisdictions (the USA, Hungary, El Salvador, and Brazil), the article demonstrates that courts can effectively work as bulwarks against waves of democratic erosion, especially in situations of stress, as it was the case in the global COVID-19 pandemic. This hypothesis is also proven by episodes in which courts did not sufficiently operate to curb illiberalism because they were already captured. The analyses enable classifying the court’s responses to the COVID-19 executive measures in a threefold pattern: deferential, restrictive, and of forced capitulation. (shrink)

Instituciones como el Consejo de Europa o el Instituto Cervantes y expertos como Byram o Deardorff han desarrollado modelos y bases educativas que dan luz a los docentes para ejecutar programas para el desarrollo de una ciudadanía pluricultural, que se comunica y está inmersa en la diversidad.Este estudio analiza si dichos modelos permiten establecer unos descriptores que definan la competencia intercultural desde una perspectiva procedimental. De esta manera, se pretende establecer un análisis de las bases teóricas y prácticas de la (...) competencia intercultural, tanto en el nivel del marco teórico como en el nivel de actuación del alumnado. La obra literaria de santa Rosa de Lima se reduce a unos versos registrados en el Primer Proceso Ordinario de la jerarquía peruana y a dos medios pliegos holográficos, conservados en el convento de Santa Rosa de las Madres, de Lima. Basándose en estos datos y ahondando en el testimonio de las conclusiones obtenidas por el Dr. Juan del Castillo, tras el examen de conciencia de 1614 realizado a la Santa, el autor realiza una semblanza de la primera escritora místico-visionaria (...) de la América del virreinato. Linguistics of saying studies language in its birth. Language is the mental activity executed by speaking subjects. Linguistics of saying consists in analyzing speech acts as the result of an act of knowing. Speaking subjects speak because they have something to say. Tthey say because they define themselves before the circumstance they are in. And this is possible because they are able to know. Speaking, then, is speaking, saying and knowing. In this sense there is a progressive determination. Knowing makes (...) possible saying, and saying determines speaking, or, in other words: speaking involves saying and knowing, and saying involves knowing. The problem thus is to determine the meaningful intentional purpose of the individual speaker to say something in every speech act. (shrink)
